Sometime last year, soon after we in the Parliamentary Sessional Committee on ICT had received the proposed NITA Bill from the Executive, we did post online and requested for views on the proposed bill as stakeholders.
We did receive a number of responses and contributions. We also had the opportunity to interact with a number of stakeholders who managed to offer us theit input. Among these were, the Telecommunication Operators who made a joint submission, Posta Uganda,UNBS, UCC, Uganda Women Caucus on ICTs (UWCI), Uganda Bankers Association, DATAFUNDI, Prof. Baryamureeba, Mr. Paul Bagyenda of DS Magic, Mr. Kiggundu Yeko Mukasa of KYMNET, Pro. Tusu, Mr. Wire Lunghabo of Linux Solutions and Harry Hare of African Development.
As a procedure for handling Bills at Committee Stage in Parliament, we did deliberate on the proposed submissions by the stakeholders clause by clause of the bill.
At the end of that process, the Legal counsels attached to our committee from the Legislative Department of Parliament with the assistance of the Committee Clerk, have compiled a document that tries as much as possible to capture and reflect the views of the stakeholders and of the Committee on specific provisions of the Bill.
Our intention is to share this document with the Minister of ICT resposible for moving this Bill in Parliament to seek his views on the proposed amendements as highlighted in this document.
We do intend to hold a workshop soon with the Minister in which we hope to thrash out all any changes or contentions on the proposed bill. So it is would just be appropriate that the Minister gets this document in advance to enable him prepare.
In the same breath, I am sharing this document with you the stakeholders to again seek your views on the considerations that we have made before the final amendments can be presented to the entire House for legislation.
